Jean-Christophe Le Toquin, Internet Safety Director for Microsoft Europe, Middle East and Africa’s Legal and Corporate Affairs group, leads the programs on cooperation against cybercrime and sexual exploitation of children online. In this role he develops and implements initiatives to implement harmonized legislation across various jurisdictions, enhance prevention, facilitate cooperation and improve training programs between authorities, academia and industry. To that end, Le Toquin supports partnerships with international institutions, enforcement agencies and public authorities, as well as non-governmental organizations, to help build their capacity to cope with online threats.
Before joining Microsoft Corp., Le Toquin was the executive director of the French Internet Service Providers Association (Association des Fournisseurs d’Accès et de Services Internet) from 1997 to 2003, making it the voice of the French Internet service provider (ISP) industry. During that time, he established the French hotline Point de Contact, which deals with illegal material under the Safer Internet Action Plan of the European Commission. He also managed EuroISPA, the European Internet Services Providers Association, as treasurer, vice president and president. In 1996, he participated as legal counsel in the launch of Havas On Line, an Internet access service that immediately positioned itself among the largest ISPs in the French market.
Le Toquin graduated from the Université Panthéon-Assas in Paris, with an advanced graduate diploma in industrial property, and was admitted to the Paris Bar.

Steve Lucas, Chief Compliance Officer at Blue Sky Factory, has extensive experience in the areas of security, privacy, e-commerce, database marketing, wireless privacy and security, the Americans with Disability Act, and legal and regulatory compliance. He has participated as an adviser to the U.S. Department of Commerce Safe Harbor negotiating team, and has testified as an expert witness on policy related issues such as privacy, security, ADA, and e-commerce at industry events and before the Federal Trade Commission (FTC), the United States Congress, and the European Union. He participated as an adviser to the FTC in the development of S.877 (CAN SPAM Act), the Children's Online Privacy Protection Act (COPPA), and the Gramm-Leach-Bliley Act. He was nominated to the FTC Security Advisory Group.
Dr. Lucas also served as an adviser to the United States Department of Health and Human Services in the development of the Health Insurance Portability and Accountability Act (HIPAA) and as a consultant to the United States Postal Service on policy issues related to privacy and security. He was a delegate to the Transatlantic Business Dialogue (TABD) and a United States delegate to the Organization for Economic Co-operation and Development (OECD), He was the Editor of the World Wide Web Consortium (W3C) Platform for Privacy Preferences (P3P) project, and is also the Co-Chair of the Institute for Electrical and Electronics Engineering (IEEE) Internet Best Security Practices Working Group.
He has been quoted in several leading publications including the Wall Street Journal, New York Times, Newsweek, CIO Magazine and Information Week. He has appeared on Good Morning America, Today Show, Bloomberg Business Report, and CNN.
In the past, Dr. Lucas has served on several board of directors including Trustee, On-line Privacy Association, and as vice chairman of the board of the United States Internet Industry Association. He was the CIO of Neodata, one of the world largest direct marketing companies that generated over 2 percent of all of the U.S. postal service direct mail volume on a daily basis. He was a former CIO, CTO, and as one of the first chief privacy officers, was appointed chief privacy officer for several organizations including Postal Soft, Persona, Matchlogic, and Excite. At Privaseek, he held the positions of chief privacy officer and president. At Excite, he also held the position of senior vice president for industry and government relations.
Steve Lucas is a Certified Business Resilience Professional, Fellow of the World Organization of Law and Computer Science, member of the State of Colorado Governors Hi Tech Task Force Privacy Committee; member of the American Hospital Public Relations Society, Federal Information Systems Security Educators Association, Information System Audit and Control Association, FBI InfraGard, SANS INFOSEC Leadership Council, and is a constituent member of the U.S. Department of State Bureau of Diplomatic Security Overseas Security Advisory Council. He is also a member of the Behavioral Targeting Standards Consortium.
